Foster resident arrested on felony murder charges

Mark Timothy Vance, 35, of Foster, was arrested Sunday, Feb. 1, on charges that stemmed from September 2009.

In September of 2009, Vance was suspected of obtaining two oxymorphones from Angela Dawn Sperry, 37, of Foster, and delivering them to the victim, Vernon Eplin.

Vernon Eplin then consumed the oxymorphone, and after a short period of time, the victim died as a sresult of the schedule II controlled substance, according to the criminal complaint filed in the Magistrate Court of Boone County.

Both Vance and Sperry have been charged with delivery of a controlled substance.

In additon to the drug charges, Vance is facing an additional charge of felony muder.

Vance and Sperry each face one to 15 years in jail and/or a fine up to $25,000 on the charges of delivery of a controlled substance, according to court documents.

On the charge of felony murder, Vance is scheduled to appear before Circuit Judge Will Thompson for arraignment.

Vance is being held at the Southwestern Regional Jail on a $20,000 surety, or $2,000 cash bail.

Sperry has already posted a $2,000 cash bail and been released from the Southwestern Regional Jail.
