MADISON – A Danville man was charged with soliciting prostitution after asking an off-duty female West Virginia State Police Trooper if she would do sexual acts with him in exchange for pills. Robert Chapman Sands, 76, of Danville, allegedly approached the off-duty officer while she was out running on Thursday, April 26, 2012. According to the criminal complaint file at the Boone County Courthouse, Sands told the off-duty officer he would give her 10 Percocet pills, a schedule II narcotic controlled substance, in exchange for sexual acts. The officer agreed to meet with Sands and allegedly recorded Sands proposition of wanting sex acts in exchange for pills and then arrested him. The officer discovered that Sands was prescribed 90 Percocet pills and had the prescription filled on April 26, 2012, the same date as the incident. Sands allegedly only had 24 Percocet pills left in the bottom at the time of his arrest. Boone County court records also indicate that Sands was arrested in 2010 by the same Trooper for allegedly shoplifting women’s underwear. Sands was charged with felony possession with intent to deliver and a misdemeanor charge of solicitation prostitution. Boone County Magistrate Charles Byrnside found probable cause and the case will proceed to circuit court.
