The 30 volunteers meet monthly to plan and organize community outreach programs and projects related to continuing education, leadership development, and community involvement for the betterment of all citizens. The primary purpose of the CEOS program is education. The basis for the organization’s existence is the desire of people to improve the quality of their living, to inspire families and individuals to make learning an adventure. CEOS officials say other purposes of the club are to strengthen and extend adult education in cooperation with the West Virginia University Extension Service.
Officers of the Racine CEOS Club are: Ruth Ann Elkins, president; Wanda Bottomlee, vice president; Betty Watson, secretary and Charlotte Leedy, treasurer.
Following is the proclamation by the Boone County Commission, signed by Commissioners Gordon Eversole, Mickey Brown and Atholl Halstead, recognizing May 20-26 as CEOS Week in Boone County.

Whereas, The West Virginia Community Outreach Service (CEOS) and Racine CEOS Club are volunteers with a Mission to broaden Service in our Community, continure lifelong Educatopm to strengthen individuals and families, and provide an Outreach for leadership.
Whereas, In partnership with West Virginia University Extension Service, the CEOS pledges that its purpose of Education will assist us in meeting the needs of a changing and diverse society.
Whereas, for their significant service and contribution to the well-being of family and community.
Be it Known, that Boone County Commission hereby proclaims May 20-26, 2007 as Community Educational Outreach Service Week.
